The document most buildings are missing. Regulation 4 of the Control of Asbestos Regulations 2012 requires you to find out whether asbestos is present, record it, and write down what you will do about it. Is this a risk assessment?
No, and that is the point. Regulation 4 of the Control of Asbestos Regulations 2012 asks for a record of what is there and a written plan for managing it. Those are different documents from a risk assessment, and treating them as the same thing is the commonest error we see in template packs. Surveys, sampling and any licensed removal are jobs for a competent contractor; this is how you hold the duty, record what you know and manage it.
Do I need a surveyor first?
Not necessarily. Regulation 4 asks you to take reasonable steps to find out what is there, and for many buildings that starts with the age of the premises, the plans and what you can see. Where you cannot tell, you either presume asbestos and manage it as such, or commission a management survey to HSG264. Either route is recorded the same way in the register.
